It lets you search for contact information (based on name or number), identify incoming calls, and block calls you don’t want to receive – so you never have to leave the service to find the right contact

How does Truecaller Work? How does it get information?

Truecaller works on a give and take principle. So to get your data regarding the details of unknown number TrueCaller sources this data from millions of people that have downloaded their App. So when you register on TrueCaller through your google account the TrueCaller scans your phonebook and assesses the phone number you have saved and through the information, you have on your phonebook it updates it's information and stores it on its server.
When someone searches the number using Truecaller number search, the caller id associated with that number will be displayed. So out of all the people who know you and have your contact number stored against your name in their phones - even if a single user uses the TrueCaller app, your contact number and name would end up in the TrueCaller database.

Privacy Issues
As all of your contacts and their details are uploaded to the server it posses great privacy issues as some of the sensitive details might also get stored on the Truecaller Server.
